Do you need passport photos for USCIS forms?

Short answer: for most USCIS applications, no. USCIS now takes your photo itself.

Since December 12, 2025, USCIS says it will not use photos you take or print yourself. Your photo is taken by USCIS, usually at your biometrics appointment.

"Self-submitted photos will no longer be accepted. Only photos taken by USCIS or other authorized entities will be used."

Which forms need a new photo?

Your formWhat happens with your photo
I-485: Green Card (adjustment of status)New photo always taken by USCIS at your biometrics appointment
N-400: Citizenship (naturalization)New photo always taken
N-600: Certificate of CitizenshipNew photo always taken
I-90: Replace or renew Green CardNew photo always taken
Other USCIS forms (for example I-765 work permit / EAD, including OPT)USCIS may reuse a photo it took at an earlier biometrics appointment if it's less than 3 years old when you file. Otherwise, or if USCIS decides to, you'll be asked for a new one.

From the official policy:

"USCIS may only reuse a previously collected photograph if, at the time of filing, no more than 36 months (3 years) have passed since the date the photograph was collected at a BSA. This policy applies to all immigration benefit requests, with the exception of the Application for Naturalization (Form N-400), the Application for Certificate of Citizenship (Form N-600), the Application to Replace Permanent Resident Card (Form I-90), and the Application to Register Permanent Residence or Adjust Status (Form I-485). These forms require the collection of new biometrics, including a new photograph."

— USCIS Policy Alert PA-2025-29 (Dec 12, 2025)

USCIS can also ask for a new photo even if an old one could be reused:

"Clarifies that USCIS has the discretion to require a new photograph from requestors in lieu of reusing an existing photograph."

What should I do?

  1. Check the instructions for your form on uscis.gov before you file. Follow what the current form instructions say.
  2. Wait for your biometrics appointment notice. USCIS will tell you when and where to go (usually an Application Support Center).
  3. At the appointment, USCIS takes your photo, fingerprints and signature. Go as you'd like to appear on your card.

Common questions

Will my form be rejected if I include photos?

The policy says USCIS "will not use or reuse self-submitted photographs." It doesn't say what happens to photos sent with a form. Follow the current instructions for your form on uscis.gov.

I'm renewing my work permit (EAD). Do I need new photos?

USCIS may reuse a photo it took at a previous biometrics appointment if it's less than 3 years old when you file. If it's older, or USCIS decides it wants a new one, it will schedule a biometrics appointment.

Does this apply to my U.S. passport or visa?

No. This is a USCIS policy. U.S. passports and visas (State Department) still need a photo from you, and those must follow their own rules.

I'm applying from outside the U.S. Does this apply?

The policy doesn't address this separately. Check your form instructions or contact USCIS.

Need a passport or visa photo?

For U.S. passports and visas you still supply your own photo, and that's where most rejections happen (shadows, glasses, smiling, wrong size). Our free checker tests your photo against the official rules before you submit.
